La irrupción de las nuevas Tecnologías de la Información y las Comunicaciones ha significado un punto de inflexión en la historia y se encuentra presente en nuestra vida cotidiana.
Los tiempos cambiaron, y el desarrollo de las nuevas tecnologías se da de forma cada vez más acelerada. Las ciudades no pueden ir en contra de eso. Por eso Rosario se moderniza para hacer gestiones más ágiles e innovadoras, junto a Pablo Javkin, desde el primer día de gestión, trabajamos por un Estado eficiente.
• Ciudadanía Digital
Desde la Municipalidad de Rosario se lleva adelante el Plan de Digitalización, el cual quiere generar un Estado más ágil, eficiente y transparente. Donde sus principales ejes de trabajo son: la digitalización del Estado, servicios digitales centrados en los ciudadanos, Estado basado en datos, y tecnología desplegada en el espacio público.
Desde el Concejo presentamos un Plan de “Ciudadanía Digital” con el objetivo de promover la inclusión, alfabetización y participación de los ciudadanos en el ámbito digital, a su vez creamos las “Estaciones Digitales”, como un espacio físico destinado a la realización de cursos y capacitaciones específicas para promover el acceso a las nuevas tecnologías, debiendo contar con la infraestructura tecnológica necesaria para tal fin.
• Plan Local de IA “Rosario IA”
Junto a nuestro Intendente Pablo Javkin decidimos incorporar más y mejores tecnologías, eso hicimos con perfil digital. Hoy en día el Centro de Monitoreo incorpora Inteligencia artificial para el control y aportando a la seguridad provincial. Próximamente, el MuniBot también lo incorporará.
Desde el Concejo, presentamos el proyecto “Rosario IA” para fomentar el uso ético y responsable de la Inteligencia Artificial, poniéndola al servicio de la agilización de trámites y la eficiencia. Vamos por una Rosario innovadora.
• Comprehensive Land and Productive Investment Plan
We work together with the executive and Councilors of other political blocks, in the so-called "Comprehensive Plan for Land and Productive Investments", which consolidates in a single regulatory body the criteria in relation to urban planning, productive strategies and the establishment of a regime of promotion that has achieved to date more than 73 new productive establishments in the city. Advancing this type of Ordinance is essential to promote the economic development of the city and the generation of quality employment. Today the city has the best possible tools to regulate citizen coexistence and promote respect in our city.
• Innovation Fund for the Rosario Region (Fo.In.Ros.)
To promote, encourage and stimulate technological innovations in the city, we created together with the Municipal Executive and other political blocks of the Council, especially with Councilor Marina Magnani and Councilor Andrés Gimenez, the Innovation Fund for the Rosario Region (Fo.In .Ros.), aimed at providing tools to local technological ventures, in order to promote their insertion into the regional and global market. The main objective of the program is to finance those Technology Base projects in the emerging phase, providing support and advice, to accelerate their take-off.
In turn, all this will bring more technological solutions closer to citizens, the State and the private sector, creating new opportunities.
• Digital Adaptation Plan for SMEs
The COVID-19 pandemic accelerated certain mechanisms that had already been taking hold in recent years. Digitalization and industry 4.0, which were key to consumption, are two examples of this.
We created the digital adaptation plan for companies and businesses, as a way to provide digital tools that allow local businesses to adapt to new consumption models and habits resulting from isolation. The program, which has already been held for 3 editions, consists of training specifically in digital transformation, to facilitate marketing networks, increase the productivity and competitiveness of entrepreneurs, companies and businesses, promoting greater mastery of digital tools.
• Knowledge Economy
Rosario has an industrial innovation center with a technological base that is constantly growing. It is essential to strengthen them to enhance their development and competitiveness at the national and international level.
For this, we proposed the Knowledge Economy Development Plan, which has the objective of contributing to the economic, social and cultural transformation of the city, promoting the development of knowledge and innovation as a driving force of the economy. We reinforce the importance of having new quality and high-impact jobs, both for the city and its area of influence, so that it becomes a global reference and attracts investments. Together we promote the city of knowledge and innovation.
• Public Innovation Purchases
Advancing in technology and innovation means improving the future of Rosario residents. For this reason, we approved a project sent by the Mayor that tends to enhance this area and facilitate new techniques that favor growth and development, analyzing public procurement from a strategic perspective.
The future we want is with strengthened innovation networks and great support for the entrepreneurs of our city.
• Creation of a Materials Bank
In Rosario there are many institutions, construction companies, yards and individuals that have a large amount of leftover construction materials, unused furniture and other elements related to construction in storage. The materials bank is an initiative that we work together with the Undersecretariat of Habitat Josefina Del Río, with the premise of providing families in need with basic supplies in construction elements to allow them to carry out improvement works in their homes. The primary objective is to be able to help those who need it, reduce waste and contribute to the circular economy.
• Rosario Consumption Promotion
Technology is part of the economy on a daily basis, so we must promote the development of digital tools that promote consumption equitably throughout the city. The “Promotion of Rosario Consumption” project aims to accompany and contemplate normatively the changes that are occurring due to the advancement of science, stimulating the demand for goods and services in Rosario.
Likewise, we work together with the Municipal Bank of Rosario to launch a virtual wallet, which allows quick and secure transactions from the app, accompanying new consumer habits. Today it is a reality and we know it as MuniPos App, and it allows us to expand payment methods and charge consumers and merchants in the city more easily, quickly and safely.
• Science Week
The United Nations General Assembly celebrates, every year, the "Science Week". We wanted Rosario to join this celebration, that is why we replicated these activities at the local level, which will take place in each of the Municipal District Centers during the week of November 11 of each year, to continue promoting and bringing science and technology to all neighborhoods of the city.
• Commercial gallery activation plan
In the central part of our city there are 52 shopping galleries. They are part of the heart of local economic activity and are extremely important for the reactivation of the center. After the Covid-19 pandemic, many of them were left with low occupancy levels and were hit hard economically.
For this reason, we met with the different sectors that make them up, and created a Commercial Galleries Activation Plan, which aims to recover, integrate and adapt economically and commercially to the city's galleries, in line with what the executive has worked on. municipal through Eugenia Giovannoni and Gigi Levit. Likewise, it seeks to promote linkage and insertion into the circuit of innovation, entrepreneurship, creativity, design and new technologies.
To carry out the project, it is also proposed to connect different actors, offer certain tax benefits, and at the same time carry out different interventions in the public space. It is an initiative that is part of and accompanies the revitalization of the center of our city.
• Adaptation of regulations to favor work
Together with the representatives of the College of Hygiene and Safety Professionals of the Province, Rosario district, we worked on reforms and adjustments to the current regulations that regulate their activity. With this we achieve that its scope of employment application is expanded, favoring the entire professional sector within the city. Specifically, in the areas of children's games and independent theaters, two areas of strong growth in the city.
As a complement to these initiatives, we also modified the heights of the ground floors and the width of the balconies, improving the relationships of the buildings with the public space with higher ground floors and wider balconies.
• Promotion of B or triple impact companies
Rosario showed great growth in the triple impact business arc. We were certified as city B and we have established an advisory council of business organizations with a sustainable vocation, which not only pursue their own growth, but also seek to contribute to public well-being.
From the Council we determine of general interest, the promotion and establishment of these companies and we link them with the Buy Local regime, to favor them from the municipality with tax benefits.
It is about promoting a more fair, equitable and regenerative economy for people and the planet.
•Strengthen plan for MyPyMEs
Micro, small and medium-sized businesses (MSMEs) in Rosario have experienced exponential growth in recent years. MSMEs promote inclusion and economic development, provide employment, quality work and encourage innovation. In line with what the Executive has been working on, we proposed creating a plan to strengthen MSMEs, generating tools that allow companies in the city to face new challenges, expand their reach, increase their productivity and competitiveness. ;
