• Consumos Problemáticos

Junto a Lucas Raspall y Concejales de todos los bloques, avanzamos en la institucionalización de la Agencia de Consumos Problemáticos de Rosario. Un dispositivo indispensable para hacerle frente al flagelo que sufren muchos jóvenes de la ciudad. Además acompañamos la necesidad de que se establezcan protocolos para la atención de situaciones de adicción en guardias. Asumimos el desafío de trabajar por políticas públicas de calidad para acompañar a los chicos y chicas de la ciudad.

LUDOPATÍA

• Pedido al Congreso de la Nación Argentina para debatir acciones sobre la prevención de la ludopatía
• Pedido al Ministerio de Salud de la Provincia de Santa Fe y a la APRECOD para que incorporen programas de abordaje para la ludopatía, ludopatía virtual o ciberludopatía en niños, niñas y adolescentes
• Creamos el Programa para la "Prevención de Apuestas en Línea" para la ciudad de Rosario
• Campaña de Concientización "Apostar NO es un juego"

Nos propusimos incluir en la agenda gubernamental a la ludopatía, una problemática que afecta directamente a adolescentes y jóvenes. Por advertencias de la comunidad educativa, padres, docentes y profesionales sabíamos que había que darle prioridad, pero sobre todo, trabajar en conjunto. 

En ese sentido, trabajamos en la creación de un programa de Prevención de Apuestas en Línea en la ciudad, generamos una campaña de concientización desde el Concejo Municipal, nos dirigimos al gobierno provincial y a APRECOD para incorporar en sus programas de abordaje de manera específica la ludopatía, ludopatía virtual o ciber ludopatía en niños, niñas y adolescentes. También instamos al Congreso Nacional a debatir acciones para prevenir la problemática.

Por otro lado, generamos instancias de encuentro y problematización junto a Centros de Estudiantes Secundarios, fuimos parte de la encuesta nacional de ludopatía Apostar no es un Juego a los fines de generar estadísticas públicas y confiables sobre el tema, instalamos stands de concientización en los juegos CREAR junto a la Agencia de Consumos de la ciudad y charlamos con jóvenes en la décima edición de la noche de las peatonales.
 

• Encomiendase al Departamento Ejecutivo Municipal gestione ante Banco Municipal de Rosario apertura de cuentas bancarias bonificadas para Vecinales y Clubes

Entendemos que las instituciones de cercanía cumplen un rol fundamental como espacios culturales, de socialización, de integración y convivencia, de enseñanza, desarrollo y fomento de los deportes, de promoción del bienestar social y de reconstrucción de lazos sociales. son los clubes, los cuales tienen una participación sustancial en la formación de nuestros niños y jóvenes. Es por ello que trabajamos junto al Banco Municipal para lograr la gratuidad en la apertura de cuentas bancarias para clubes y vecinales. 

• Social Rental Advice Center

The country is going through an unprecedented crisis in relation to rents and the housing situation. From the Council we created the CASA program (Center for Social Rental Advice) to promote tools that make renting in Rosario easier. With CASA, the municipality offers everything from legal advice to guarantees and soft loans. In addition, a program is being carried out that seeks to publicize the support tools that the Municipality has, provide training to disseminate the rights of tenants and advise tenants against difficulties that may arise when renting.

 

In this sense, the executive also carries out, together with the Municipal Bank, the “Hoy Alquilo” Program where it provides loans to cover rents and moves. From the Council we managed to increase the amount of those loans to $150,000. 

• Shared House Program

In recent years, the city of Rosario has valued and given utmost importance to care policies. With the “Shared House” Program working on the problems of homeless people, generating a tool that addresses the housing issue and the social insertion of homeless people through co-management through the contribution and linking of companies from the private sector, institutions, NGOs and the Municipal State itself. 

In addition, it facilitates access to training in trades and training through the different programs offered by the municipality, with the aim of collaborating in their social insertion.

• Establishment of shelters for homeless people

In line with the care policies carried out by our municipality, we find shelters for homeless people, social function devices that aim to provide people who are in a state of extreme vulnerability with spaces for overnight accommodation, food and hygiene, 365 days a year.

We present an ordinance with the purpose of unifying the conditions for the authorization, use and control of said shelters for the accommodation of people who are homeless or at risk of being homeless within the city of Rosario. It is important to unify criteria that allow for agile authorization of these spaces, making the Secretariat of Human Development and Habitat part of the process in the aspects that make them safe and habitable for people.

• Rare Diseases

It is of utmost importance to raise awareness and visibility of those people who suffer from rare diseases, as well as the families who accompany the process. For this reason, the Council supports the commemoration of Rare Diseases Day. It takes place on the last day of February of each calendar year. We illuminate the façade of the Vassallo Palace, as a form of awareness for early detection and adequate treatment.

• Fight against cyberbullying in girls, boys and adolescents

The fight against cyberbullying is a problem that we have been working on from the Municipal Council. We adhere to the Mica Ortega Law and demand that the Province accompany its adherence throughout the territory of Santa Fe, to advance more strongly in raising awareness and persecuting this type of crimes. 

In this sense, we also work together with the NGO Yes we laugh, we all laugh, carried out by teacher Arístides Alvarez, to continue addressing these issues and we also distinguish the film “3 de 10”, a local production made by the same organization that seeks to challenge and make visible the problem of bullying.

• Enhancement of Pje Dr. Juan Álvarez

Rosario is going through a revitalization process of its central area that seeks to make residents the center of public space. Pasaje Álvarez is in the epicenter of relevant economic activities and local culture. For this reason, we entrust the Executive to study the prioritization of pedestrian use in the area and the implementation of occasional activities, in coordination with the Argentine Library, neighbors and merchants.

• "Soldier Sergio Raúl Desza" Pedestrian Walk

We support the request of the residents of the La Florida and Luz y Fuerza neighborhoods, with the intention of changing the name of the Pje. Apostles, for "Soldier Sergio R. Desza", who was the last soldier to fall in the Malvinas. In memory of that young man born in the neighborhood who, at only 20 years old, defended his country in the Malvinas War. From the Council we support this project, to honor and make eternal the mark left by someone who was a son, neighbor, companion and friend of those streets.

• Participatory development of standards

Rosario has a strong tradition in terms of citizen participation. With this project, we seek to continue strengthening the links between citizens and the State. Therefore, we propose to create a new tool that enables the presentation of regulatory proposals by citizens in a participatory manner, with the objectives of providing transparency to decision-making processes, promoting public debate, stimulating citizen participation and producing projects. of norms that have greater social consensus.

• Young advisory boardn

It is of utmost importance to continue strengthening citizen participation through the creation of quality public policies. For this reason, we present the “Young Consultative Table” project, a space for the participation of young people aimed at deliberation, treatment, development and plural articulation that seeks to generate public policy proposals on all those topics that are of interest to young people. young people of the city.

• We declare the TRAMA Project of interest

Since 2018 we have been building a link with the Fundación del Sol Naciente, who is the creator of the “Trama” project – Network for sustainable labor inclusion” with the support of the Gran Rosario Foundation. It is a 100% Rosario project, which won financing from the European Union. This initiative consists of training and job placement for people with intellectual disabilities in the city of Rosario, between 18 and 35 years old, within the private sector. From the Council we declare this project of municipal interest, since we believe it is extremely important to support these initiatives to create a more inclusive city with opportunities for everyone. 

• Law No. 27,642 “Front labeling of food”

A city for people, focuses on taking care of what reaches the tables of our boys and girls. In this sense, we work to promote healthy eating, through the following projects: From the Council we determine of general interest, the promotion and establishment of these companies and we link them with the Buy Local regime, to favor them from the municipality with benefits prosecutors. 

• ADHESION BY THE PROVINCIAL LEGISLATURE

We present from the Council a request addressed to the Legislature of the Province of Santa Fe to request the adherence, by the province, to the National Law No. 27,642, on the Promotion of Healthy Eating, also known as the Frontal Food Labeling Law , with the purpose of achieving its implementation throughout the territory of the province of Santa Fe. 

• FRONT LABELING IN SCHOOL CANCERS 
Within the framework of the implementation of the aforementioned National Law, we request the Ministry of Education of the Province of Santa Fe for information on whether or not it is applied in school cafeterias. Likewise, we asked if the preparation of nutritionally balanced and healthy menus has been planned in the school cafeterias of educational establishments in the city of Rosario.

• PROMOTION OF HEALTHY EATING IN EDUCATIONAL ESTABLISHMENTS 
We want to encourage healthy eating and promote the prevention of malnutrition in children and adolescents in the City's educational establishments, even though the Municipal State is not directly responsible for the application of the Front Labeling Law. For this reason, we present the “Promotion of Healthy Foods” project in the city's educational establishments.

• SUBE passes for residents

Since March of this year, the transition between the MOVI system and the Single Electronic Ticket System (SUBE) began in the Urban Passenger Transport of the city of Rosario. The SUBE system is gradually incorporating the different benefits provided by the Movi card.

In our local regulations through Ordinance No. 7011, art. 12° establishes that priority will be given to granting each Neighborhood Association two (2) free passes for transportation by Urban Passenger Transport in this city. 

For this reason, from the Council we request that the pertinent procedures be carried out before the Ministry of Transportation of the Nation and/or the Working Group established to guarantee the continuity of the benefit of the neighborhood communities within the SUBE system.
