Plan de Trabajo para la promoción del desarme y la reducción de la violencia armada

Desde el Concejo, venimos discutiendo un Plan de Trabajo para la promoción del desarme y la reducción de la violencia armada con el objetivo de, ordenar, actualizar y sistematizar la normativa local en la materia, fortalecer la implementación en la ciudad del Programa Nacional de Entrega Voluntaria de Armas de Fuego y Municiones, así como concientizar a la ciudadanía sobre los riesgos del uso de armas y municiones y la importancia del desarme civil.
Nuestra iniciativa surge sobre el entendimiento de que la presencia de un arma de fuego en los entornos de la sociedad civil aumenta la potencialidad lesiva –e, incluso, letal– de los conflictos sociales, característicos de la vida en sociedad. 

Con este proyecto queremos generar una estrategia local de seguridad para una política de desarme civil, dar una respuesta integral colaborando en materia de seguridad pública con las autoridades competentes para el control del mercado legal, la persecución del mercado ilegal de armas de fuego y la prevención social de la violencia para la reducción de daños.
 

•Preocupación por la interrupción del Programa de Entrega Voluntarias de Armas

Expresamos nuestra preocupación por la interrupción del Programa Nacional de Entrega Voluntaria de Armas de Fuego y Municiones (PEVAF), una política clave que durante más de 15 años ha contribuido a reducir la violencia armada en Argentina. Dada la proliferación de armas y los crecientes niveles de violencia, especialmente en ciudades como Rosario, resulta urgente que el programa continúe. Instamos a los organismos competentes a reforzar los controles sobre la tenencia de armas y a promover de manera más efectiva las campañas de desarme, fundamentales para garantizar la seguridad pública y prevenir los daños asociados al uso de armas de fuego.

•Encomienda al D.E. gestione ante Ministerio de Seguridad de la Nación Informe sobre ANMAC

En el año 2015, con la sanción de la Ley N° 27.192 en octubre de 2015, nuestro país dió un paso muy importante. A instancias de proyectos legislativos presentados por los entonces Diputados Nacionales María del Carmen Bianchi (FpV), Eduardo “Wado” De Pedro (FpV), Pablo Javkin (CC-ARI) y Alicia Ciciliani (PS), el RENAR atravesó un período de transición hasta transformarse en la actual ANMaC, la nueva Agencia Nacional de Materiales Controlados. Un organismo que tiene como misión la aplicación, control y fiscalización de la Ley Nacional de Armas y Explosivos N° 20.429, así como la cooperación en el desarrollo de una política criminal en la materia, el desarrollo e implementación de políticas de prevención de la violencia armada y todas aquellas funciones asignadas por dicha ley de creación.

Por el contexto propio que transita la ciudad de Rosario, la ANMAC resulta un organismo muy importante en el proceso de desarme. Es por eso que,  ante la interrupción temporal del Programa Nacional de Entrega Voluntaria de Armas de Fuego y Municiones, presentamos un pedido de informe para que la Nación dé cuenta de ello.

PAQUETE DE SEGURIDAD

• Ampliación de Unidad Penitenciaria N°5
• Ampliación de Unidad Penitenciaria N°12
• Nuevas Estaciones Policiales Noroeste y Norte en inmuebles de propiedad municipal
• Plan Especial de Renovación Urbana ARE Penitenciaria​

Junto a la provincia, impulsamos un conjunto de modificaciones urbanísticas a los fines de fortalecer las políticas de seguridad. Se trata de políticas de seguridad para la construcción de estaciones policiales, ampliación de unidades penitenciarias y renovación urbana del área de la unidad penitenciaria N°3. Vamos a seguir trabajando de manera coordinada entre los tres niveles del Estado para el camino de la pacificación de la ciudad. 

• Anti-money laundering agency

From the Council we took another step in the fight against the drug economy. Together with all the blocks, we worked on an Executive project that we approved unanimously. We created and quickly launched a unique agency in the country to cut the network of drug money that comes from businesses related to organized crime.
With this new ordinance, we provide the Municipality with a tool so that it can provide information and raise suspicious alerts, in terms of reporting to the various competent agencies. The Agency aims to work in coordination with the Public Prosecutor's Office (MPA) and the Financial Information Unit (UIF).
With this decision, we are the first city in the country that has a control system for the prevention of money laundering.

• Port controls

The port of our city, located on the strategic Paraná-Paraguay Waterway, is one of the most important in the country economically, because around 4,500 ships pass through its waters a year. But, at the same time, it is a strategic route for the drug business, since the lack of control allows weapons and illicit substances to enter the city.
Since we assumed leadership of the city, we have worked to stop the mafias. That is why we demand from the National Government more and better controls in the ports of our city and its region.
We cannot allow the river to be a gateway for the mafias that plague our neighborhoods. All levels of the State have to be focused on this.

• Weapons reduction in Rosario

Due to the lack of operation and continuity of the National Program for the Voluntary Delivery of Firearms and Ammunition as well as the ANMAC headquarters in Rosario, we directly request the Ministry of Justice and Human Rights of the Nation to report on the correct functioning of headquarters. The disarmament program contributes to raising awareness about the possession of weapons and the culture of non-violence in the city. We demand to know the number of weapons received and destroyed between 2019 and 2021, and what actions are planned to continue working on disarmament in the city, as well as an effective extension in the operation of the weapons delivery program, which was interrupted for a long time. part of the year 2022.

• ANMAC Resolution 174/22 

In the same sense and due to the deep crisis that Rosario is suffering due to the dispute between drug gangs, an incident of violence with firearms occurs in the city every 60 minutes. A large part of the weapons are born within the framework of legal possession and then end up in the informal market. As a consequence, we ask the Ministry of Justice and Human Rights of the Nation to inform us about Resolution 174/22 of the ANMaC (National Agency for Controlled Materials), in relation to the credentials of legitimate users that have expired in recent years and their respective seizures and destruction of the corresponding weapons.

• Cybersecurity

- TOOL PLAN

Cybersecurity is a topic on the global agenda, and recently, cybercrimes have also increased in our city. Together with the technical teams of our Creo party, we carried out a survey on the Impact of Cybercrime in Rosario, and the results showed that out of every 10 surveyed, only 6 admit to using security measures, and 1 out of every 4 admits to having been a victim of cybercrime. . 52% of these attacks had to do with credit or debit card fraud, a growing and worrying modality. 
Any person or company needs clear information and strategies to prevent computer crimes. For this reason, we developed a Cybersecurity Tools Plan aimed at entrepreneurs, companies and/or local businesses, in order to train in the safe use of ICT and promote responsible and safe practices. 

 

- ACTION PROTOCOL
As the digitalization of urban infrastructure and services grows in the city government, the exposure and vulnerability to these attacks also grows, which is why cybersecurity policies are key to protecting public information. 
We entrust the Municipality with the development of an action protocol against cyber attacks, with training sessions for public administration personnel and with cybersecurity prevention tools.

 

- COMPLAINTS RELATED TO CYBERCRIME

The provincial government does not have a specialized cybercrime unit. We ask the Ministry of Security of the Province of Santa Fe and the Public Prosecutor's Office for information and statistical data on complaints of cybercrimes, and entities responsible for receiving them.  

• More and better justice for Rosario

The Office of Alternative and Substitute Measures (OMAS) is a program that generates information to take measures to replace preventive detention. This makes it possible to reduce overcrowding in prisons and implement a more efficient house arrest system. We want to better use the resources that the penitentiary system has, for this reason we ask the Supreme Court of Justice and the Ministry of Government, Justice and Human Rights of the Province of Santa Fe for information about this Office, which despite being created in 2017 has its operation interrupted.

• Implementation of safe stops

Since 2018, our mayor Pablo Javkin has been working on projects to create safe environments at the city's bus stops.
Despite advance announcements, resources were never allocated. This is why we are addressing the Ministry of Transportation of the Nation, requesting the effective implementation of the program, in order to install Safe Stops, to continue caring for our neighbors in all neighborhoods of the city. 
An agreement was recently signed between the Nation and the Municipality for the landing of at least 50 safe stops in our city.

• Request for a report on connectivity in federal prisons

The Public Prosecutor's Office reported that 95% of the crimes committed in the city of Rosario are ordered from federal prisons, where high-profile prisoners are housed. From there they coordinate extortions and shootings. For this reason, from the Municipal Council we require ENACOM (National Communications Agency) to inform us about the operation of the Connectivity program of the Federal Penitentiary Service to be able to demand strict control in prisons and put an end to the home office of crime.

• Police controls at the entrances to the city

As a result of successive public complaints made by transport companies and motorists about thefts and damages suffered in the accesses to Rosario, we request that the necessary means be arbitrated to increase patrols in said areas and we require to know if the Ministry of Security exists a plan. of action regarding the prevention of these crimes.

• Delay in the arrival of bulletproof vests for security forces

Rosario is going through one of the deepest security crises, with record numbers of homicides and successive changes of Security Ministers and Police Chiefs. In this sense, we request information about the 5,500 bulletproof vests that were purchased by the Province for the security forces but that were not delivered. These vests are essential for the personal protection of security personnel.

• Appointment of the police chief by the Mayor

The Mayor of the city, Pablo Javkin, publicly stated and presented a note addressed to the Deputies of the Province of Santa Fe requesting to increase the contributions that local governments can make in terms of security. This request was channeled into a bill presented by Representative Ariel Bermúdez, which obtained half a sanction. From the Council, we request the Senate of the Province of Santa Fe to promptly deal with said bill, an initiative that promotes the creation of Security Coordination Tables with Local Governments. We need more local skills and tools to better care for the city's families. 

• Domain extinction

Santa Fe was the first province in the country to have its own legislation regarding the forfeiture of assets derived from drug trafficking. With the current rates of violence, we understand that it is essential to have as much information as possible. For this reason, we ask the Ministry of Government, Justice and Human Rights of the Province to inform us about the application of Law No. 13,579 that regulates the administration and destination of assets seized from drug trafficking.

• Judicial Assistance Center

A fundamental link for security and justice is assistance to victims. The provincial Judicial Assistance Centers (CAJ) depend on the Undersecretariat of Access to Justice of the Ministry of Government, Justice and Human Rights of the Province of Santa Fe. Their function is to provide legal assistance to any person and/or family group that requires it. necessary, to guarantee effective access to justice. Currently, there is no public information regarding the operation of the Rosario CAJ team. For this reason, we request a report request from the Province to learn more about this tool, which is essential for the residents of the city. 

• Organic Law of the Public Prosecutor's Office

In 2015, the Organic Law of the Public Prosecutor's Office No. 27,148 was approved, which implies changes in the field of Federal Justice, proposing more agile, simple and transparent procedures. For this reason, we ask the Attorney General's Office to immediately and completely apply said Law, in order to improve the functioning of the Federal Justice System of our city, since it is a fundamental institution in the fight against drug trafficking.

• Territorial Complaint Centers

The Territorial Complaint Centers (CTD) were created by Decree No. 1595/13 within the Ministry of Security of the Province of Santa Fe. They operate as an alternative space to police stations and provide attention, guidance to the community and reception of complaints related to criminal acts or contraventions. Therefore, we ask the Ministry of Security of the Province to know if there is a plan to expand them, the number of complaints received and what actions have been taken given the particular situation that the city is going through in relation to security, since expanding and improving their operation would allow the Police to devote less and less to administrative functions and more to their functions related to public safety.

Territorial Complaint Centers

- Police control agency

The situation of insecurity in the city of Rosario is critical, given the high levels of violence. In the Public Prosecutor's Office (MPA) there are files that locate members of the Santa Fe Police as part of organized crime organizations, even as perpetrators or accomplices in murders or attempted murders.
Therefore, from the Council we requested information from the Ministry of Security of the Province of Santa Fe in relation to the actions of the Police Control Agency, which is responsible for carrying out the necessary operations to investigate crimes and administrative offenses committed by police personnel. In addition to working to prevent corruption and abuses of authority, it provides support and assistance to witnesses and experts who act within the framework of criminal investigations, threats, retaliation or acts of intimidation.
We understand that it is becoming increasingly urgent to add as many tools as possible to address this problem, being essential to clarify the possible involvement of members of the police force in different types of crimes, including homicides, which occur in our city.
